Chelsea Fined £10m by FA, Given Suspended Two‑Window Transfer Ban Over Historic Rule Breaches
Chelsea has been handed a £10million fine and a suspended two‑window transfer ban by the Football Association after admitting 74 breaches of regulations covering football agents, intermediaries and third‑party investment in players.
The sanctions close the FA’s investigation into the club, although the governing body said it continues to look into individual misconduct connected to the case. All of the violations occurred between 2009 and 2022, during Roman Abramovich’s ownership.
Self‑Reporting Leads to Reduced Penalty
After taking over the club in 2022, the current owners Todd Boehly and Clearlake Capital voluntarily disclosed the historic breaches. An independent Regulatory Commission initially proposed a £10million fine together with a six‑point deduction, but the points penalty was suspended until 30 June 2027.
Chelsea appealed the sporting sanction, and an independent Appeal Board overturned the suspended points deduction. In its place, the Board imposed a suspended ban on registering new players for two complete and consecutive transfer windows, also suspended until 30 June 2027. The £10million fine was not appealed and will be directed to grassroots football.
FA Statement on the Sanction
The Football Association said:
“A financial sanction of £10 million and a suspended two‑window registration ban have been imposed on Chelsea FC for breaches of The Football Association Football Agent Regulations, Regulations on Working with Intermediaries and Third Party Investment in Players Regulations.”
The FA added that it charged Chelsea with 74 breaches of FA Rule E1.2 after the current ownership self‑reported the misconduct upon purchasing the club. The investigation into individual misconduct remains ongoing.
Details of the Undisclosed Payments
Chelsea admitted making £47million in undisclosed payments to unregistered agents and third parties in connection with player transfers between 2011 and 2018.
The Regulatory Commission’s written reasons showed the original financial penalty was assessed at £26million. It was reduced to £17.25million because of the club’s self‑reporting and what the commission described as the “exceptional and unprecedented nature” of its cooperation. An early guilty plea lowered the amount to £11.4million, and a final adjustment brought it down to £10million to reflect penalties already imposed by UEFA and the Premier League.
The FA described the final punishment as “an appropriate penalty” that will punish the club while deterring similar misconduct and protecting the integrity of the game.
Club’s Reaction
Chelsea welcomed the conclusion of the disciplinary process, stating:
“Now the FA process has concluded, this brings all regulatory proceedings against the club to a close. We are grateful to UEFA, the Premier League and the FA for their engagement with the club throughout these processes.”
The club emphasized that had it not self‑reported the breaches, they might have remained undiscovered.
