FA Fines Chelsea £10m and Issues Suspended Transfer Ban
The Football Association has fined Chelsea Football Club £10 million and imposed a suspended two‑window transfer ban after the club admitted 74 breaches of regulations governing football agents, intermediaries and third‑party investment in players.
The breaches occurred between 2009 and 2022, during Roman Abramovich’s ownership. Chelsea’s current owners, Todd Boehly and Clearlake Capital, voluntarily disclosed the violations after taking over the club in 2022.
An independent Regulatory Commission originally levied a £10 million fine and a six‑point deduction, with the points penalty suspended until 30 June 2027. Chelsea appealed the sporting sanction, and an Appeal Board overturned the points deduction, replacing it with a suspended ban on registering new players for two consecutive transfer windows, also suspended until the same date.
The £10 million fine will be directed to grassroots football programmes. The FA stated that the penalty is appropriate, aiming to punish the club while deterring similar misconduct and protecting the integrity of the game.
Chelsea admitted making £47 million in undisclosed payments to unregistered agents and third parties in connection with player transfers between 2011 and 2018. The commission noted that the original financial penalty had been assessed at £26 million before being reduced because of the club’s cooperation, self‑reporting and early guilty plea.
The FA confirmed it is still investigating individual misconduct linked to the case. Chelsea welcomed the conclusion of the disciplinary process, saying it brings all regulatory proceedings against the club to a close and thanked UEFA, the Premier League and the FA for their engagement.
