Chelsea Receives £10m FA Fine and Suspended Transfer Ban
The Football Association has fined Chelsea £10 million and imposed a suspended two‑window transfer ban after the club admitted 74 violations of rules governing football agents, intermediaries and third‑party investment in players.
All of the breaches occurred between 2009 and 2022, during Roman Abramovich’s ownership. The current owners, Todd Boehly and Clearlake Capital, voluntarily disclosed the misconduct after completing their takeover in 2022.
An independent Regulatory Commission originally levied a £10 million fine together with a six‑point deduction, with the points penalty suspended until 30 June 2027. Chelsea appealed the sporting sanction, and an Appeal Board overturned the points penalty.
Instead, the Appeal Board imposed a suspended ban on registering new players for two full and consecutive transfer windows, also suspended until 30 June 2027. The £10 million fine was not appealed and will be directed to grassroots football initiatives.
Details of the Violations and Financial Penalty
The FA’s statement confirmed that Chelsea was charged with 74 breaches of FA Rule E1.2 after self‑reporting the misconduct. The investigation into possible individual wrongdoing remains ongoing.
Chelsea admitted making £47 million in undisclosed payments to unregistered agents and third parties in connection with player transfers from 2011 to 2018.
The Regulatory Commission’s written reasons showed the initial financial penalty was set at £26 million. It was reduced to £17.25 million because of the club’s self‑reporting and what was described as an “exceptional and unprecedented” level of cooperation.
An early guilty plea brought the figure down to £11.4 million, and a final adjustment to reflect penalties already imposed by UEFA and the Premier League brought the fine to £10 million.
The FA described the final sanction as “an appropriate penalty” that will punish the club while deterring similar misconduct and protecting the integrity of the game.
The commission also noted that, had Chelsea not brought the matter to the FA’s attention, the breaches might have remained undiscovered.
Chelsea welcomed the conclusion of the disciplinary process, stating that all regulatory proceedings against the club are now closed and thanking UEFA, the Premier League and the FA for their cooperation throughout the investigations.
