The clip depicts a woman holding the toddler as a burning bundle of suspected cannabis is placed in the little one’s hand.
The youngster seems to try inhaling while the mother demonstrates how to hold and draw on the substance.
At another moment, she adjusts the makeshift cigarette in his mouth as onlookers shout encouragement.
