The Osun State House of Assembly passed the Osun State Local Government Accounts Administration Bill, 2025, on Friday. This new legislation will regulate the opening, management, and operation of Local Government Accounts. It aligns with Section 7 (1) of the 1999 Constitution. This section empowers state assemblies to legislate on Local Government finances.
Key Provisions and Purpose
The bill seeks to enhance accountability. It aims to prevent financial misuse. It will also ensure strict compliance with statutory fiscal procedures at the local government level.
Under this new framework, signatory authority for all Local Government Accounts will change. Only the Directors of Finance and the Directors of Administration and General Services will hold this power. This applies to each Local Government Area.
Crucially, the bill specifically prohibits political office holders and their appointees from signing these accounts. This move aims to eliminate undue political interference. It will safeguard local government finances.
Expected Impact and Assent
Speaker of the House, Rt. Honourable Adewale Egbedun, made an announcement. He stated that a clean copy of the bill would be sent to the Governor for assent.
Once the Governor signs it into law, the legislation is expected to have significant impact. It will promote greater financial prudence. It will also foster institutional integrity and improve service delivery across Osun State’s grassroots administrations.
