Lere Olayinka, spokesperson for FCT Minister Nyesom Wike, has clarified details about a disputed land parcel in Abuja. This property recently caused tensions between the minister and naval authorities.
Olayinka stated that former Naval Chief Vice Admiral Gambo fell victim to deception. He was misled into purchasing the contested property.
Property Background Explained
The land was originally designated to Santos Estate Limited in 2007. Its intended purpose was developing a park and leisure facility.
Development never occurred since the location occupied a designated walkway area. In 2022, the company sought approval to modify the land usage.
Before receiving official authorization, the firm illegally subdivided the property. Sections were sold to private buyers including Vice Admiral Gambo.

Fraudulent Transaction Exposed
Olayinka characterized the naval chief’s purchase as fraudulent. He commented: “Vice Admiral Gambo was deceived. He has acknowledged this deception.”
“Rather than seeking resolution through proper channels, he employed military force.” The FCT administration rejected the land use modification request in 2022.
This rejection invalidated all residential construction activities at the site. Such development violated zoning regulations.
Official Land Designation
The area has been officially earmarked for institutional structures. Commercial and public facilities are permitted but not housing.
Gambo possesses no legal documentation confirming ownership rights. He also failed to secure mandatory construction permits from city planning authorities.
